The new Employment Pass salary requirements apply to applications from 1 January 2027 and renewals of passes expiring from 1 January 2028. The headline minimum is only the starting point: age, sector, fixed monthly salary and COMPASS can change the hiring decision.
New application or renewal? Start with the date
MOM’s higher thresholds begin on 1 January 2027 for new applications. For renewals, they apply to passes expiring from 1 January 2028. A recruitment start date, offer date or the date someone joined the company is not a substitute for checking the relevant application or pass-expiry date.
Build two worklists: proposed hires and existing pass holders. A single “2027 EP change” column makes it too easy to move every existing employee onto the same timetable or overlook someone whose renewal falls under the later rules.
| Case | Relevant date | Employer planning question |
|---|---|---|
| New EP application | From 1 January 2027 | Does the proposed fixed salary meet the applicable new threshold? |
| EP renewal | Passes expiring from 1 January 2028 | Will the renewal package meet the applicable threshold at renewal? |
| Recruitment budget prepared in 2026 | Future application date still matters | Have we costed the rules likely to apply when we submit? |

Why “S$6,000 EP salary” is not a universal answer
For candidates aged 23 or below, the general-sector minimum rises from S$5,600 to S$6,000; financial services rises from S$6,200 to S$6,600. Thresholds increase with age. At age 30, the general-sector figure becomes S$7,750. At 45 and above, the new figures reach S$11,500 in general sectors and S$12,700 in financial services.
An SME should therefore approve a role budget against the intended candidate profile, rather than copy the lowest headline figure into every vacancy. Read the complete age table on MOM’s page. The selected figures here explain the risk of using a single minimum; they are not a replacement for that table.
The business question is whether the role has enough value and an appropriate pay range to support the intended hire. Do that assessment consistently across candidates. A pass threshold is an immigration eligibility condition, not evidence that someone’s market salary should equal the threshold.

A bonus does not repair a fixed-salary shortfall
MOM defines fixed monthly salary as basic monthly salary plus fixed monthly allowances. Variable bonuses, commissions, overtime, annual wage supplements and reimbursements are outside that definition. Check the actual terms of each component rather than relying on a payroll label.
Our hypothetical general-sector candidate is age 30. The offer has S$6,800 basic pay and S$500 fixed monthly allowance: S$7,300 fixed monthly salary. Adding a S$1,000 variable bonus does not make the fixed amount S$8,300. Against the S$7,750 threshold, the fixed component is still S$450 short.
If the employer chooses a genuine S$450 increase to fixed pay, the salary-only annual increment is S$5,400 across twelve full months. That is a budget decision with recurring implications. Do not relabel a reimbursement or a discretionary payment merely to make an eligibility spreadsheet turn green.
| Offer component | Amount per month | Treatment in this example |
|---|---|---|
| Basic salary | S$6,800 | Included in fixed monthly salary |
| Fixed allowance | S$500 | Included |
| Variable bonus | S$1,000 | Excluded from fixed monthly salary |
| Fixed monthly salary | S$7,300 | S$450 below the age-30 general-sector 2027 threshold |

Passing the salary test is not the same as getting an EP
EP eligibility has two stages: the qualifying salary and, unless exempt, COMPASS. A strong score elsewhere does not remove the first-stage salary requirement. Run the official Self-Assessment Tool with the real candidate and company information; its outcome is indicative, not an approval guarantee.
Keep the salary calculation and assessment result in separate fields. This prevents a hiring manager seeing “salary approved” and assuming the pass has been approved. The final hiring plan should identify what is confirmed, what remains conditional and who owns the next check.
When an assessment does not support the proposed hire, revisit the role and recruitment plan. Automatically treating another pass as a cheaper substitute can miss different eligibility, quota and levy conditions. A sound decision compares the full requirements of the actual route.

Leave time for fair consideration and a consistent advertisement
MOM’s guidance requires the relevant MyCareersFuture advertisement to run for at least 14 consecutive days unless an exemption applies. The advertised job, employer and salary must be consistent with the application. Fair hiring still applies even when advertising is exempt.
Changing the salary range late in the process may therefore affect more than the budget. The hiring team needs to check whether an updated advertisement and another advertising period are required. Include that possibility in the timeline before promising a fixed start date.
Use one approved requisition record for the role scope, pay range, advertisement, candidate review and eventual offer. A recruitment spreadsheet and an agent’s email can otherwise contain different versions of the same salary. Ask the final reviewer to compare the documents rather than merely confirm that each exists.

Renewal planning: audit the record, not just the next expiry
An expiry reminder is useful, but it is only the trigger. The review should bring together the applicable threshold, age at the relevant assessment, sector classification, fixed-pay terms and any remaining eligibility questions. Work from the current official requirements each time.
For budgeting, distinguish a compliance-related salary adjustment from a performance-related review. If both happen together, retain the basis for each decision and communicate the resulting package clearly. This is particularly important when another employee asks why a colleague’s fixed allowance changed.
Keep access to salary and pass records limited to the people who need them. A team planning board can show a role and a decision deadline without displaying passport numbers or personal supporting documents to everyone.
- Record the pass expiry and the relevant rule date separately.
- Check the live age and sector table for the actual case.
- Reconcile basic salary and genuinely fixed allowances with the contract.
- Run the official assessment with current company and candidate information.
- Check advertising obligations and allow time for any changes.
- Make the offer and start-date dependencies explicit.
What an SME should expect from its HR workflow
The useful software feature is not a badge saying “EP compliant”. It is a reliable record of people, effective-dated salary terms, pass-review dates, supporting documents and approvals. Test whether a colleague can understand the decision without relying on the original recruiter’s memory.
YavaHR’s product direction brings people records and payroll-related workflows together. Current product tours use fictional information; they do not make work-pass decisions or replace MOM’s assessment tools. While planning your system, test an ordinary renewal and an exception such as an amended salary package.
A good buying question is: can we explain how the final offer, payroll setup and pass-review record agree? That question is more useful than asking whether a vendor mentions EPs in a feature list.
A few practical questions.
Does S$6,000 qualify every Employment Pass applicant in 2027?
No. It is the general-sector starting threshold for the youngest age group. Higher age-based figures and separate financial-services figures apply, alongside other eligibility conditions.
Do the new rules apply to all EP renewals in January 2027?
No. The announced renewal change concerns passes expiring from 1 January 2028. Check the actual expiry and live MOM guidance.
Can a variable bonus count towards the EP fixed monthly salary?
Not in MOM’s fixed monthly salary definition. Check basic pay and fixed allowances separately from variable compensation.
Will meeting the salary threshold guarantee approval?
No. Other requirements remain relevant and the Self-Assessment Tool is indicative. MOM makes the application decision.
